First, open up nate:
http://www.nate.com/

On the right under where you would log in if you already have an account, you should see the text "회원가입" - click there. (Circled in red)

Select the center option, "일반회원가입" - join as a regular member.

On the next screen, click to agree to the terms and conditions (there are several check boxes), then "agree" at the bottom right.

Next, fill in your member information.

Check that your ID is available by clicking the button at the right.
You should get this message: 사용할 수 있는 아이디입니다.(This ID is usable)
Then you will have a green check mark which shows that ID is good to go.

Your password should include letters and numbers.
Your name should be written in lower case (abcde) with nospacesbetweenthewords.
Select your home country, type in your address (the @ in the center), and when you are finished filling everything in, click "NEXT" at the bottom.

On the next screen, you can verify your account by phone SMS (you will type in the code number that you get in the text message), or by email. The picture shows the email option (the second tab, 이메일인증)

This is the next screen you will get, which basically just says that they have sent the verification email.

Check your email, which should come in English, and click on the "confirm" button.

Step one is now complete!
